Can this breeder keep my deposit?

If you never put anything in writing, then technically, no, she cannot keep the deposit. However, getting it back is quite another story. From your description, she does not sound like a reputable breeder, so I am afraid you may just be out. You could take her to small claims court, but the court costs may be more than the $200 you would get back.
