Do you think it is right for California to cut the university's budgets?

I go to a CSU and we have at least 6 days off not counting holidays. These days, cles don't meet and the professors don't' get paid to save money. We are still responsible for the information provided that day... but 6 days is almost half a month of learning off, because most cles only meet two days a week. I am taking some difficult cles and it is hard for me to learn the information myself. Is it right for the guys running this state to do it? And isn't there some other way than cutting education funding?
