Is it normal for both of my testicles to move around on their own all the time?

Seriously both of my testicles constantly move around on their own. I also have other symptoms that come and go...these are a little strange. Both of my testicles will randomly start aching (both dull and sharp pains) sometimes at the same time and sometimes just one. Also, sometimes after I (or sometimes after urination) my urethra will hurt (the same feeling when you have a urinary tract infection). This pain is all along my urethra and into where my prostate is (and sometimes even deeper)...and I get it less frequently than the testicular pain. I have had a prostate infection but idk if that has anything to do with this. I'm also only 22 years old so I don't think I'm in the testicular cancer age group...hope not anyways. If anyone can give me some idea of what this might be that would be great!!
